The National Quality Center is Founded
On April 30, 2004, the Health Resources and Services Administration (HRSA) HIV/AIDS Bureau released its first funding opportunity announcement for a National Quality Improvement/ Management Technical Assistance Center. According to HRSA, this center “will provide technical assistance related to quality improvement and quality management to Ryan White HIV/AIDS Program Comprehensive AIDS Resources Emergency (CARE) Act grantees and funded providers as they improve the quality of care and services and respond to and implement quality management legislative mandates. The NQC is expected to serve as the primary resource for CARE Act grantees on issues related to quality improvement and quality management.” [HRSA HIV/AIDS Bureau, National Quality Improvement/Management Center (NQC) New Cooperative Agreement, Catalog of Federal Domestic Assistance (CFDA) No. 93.145, HRSA-04-079, April 30, 2004.]
On September 1, 2004, the New York State Department of Health AIDS Institute applied for this funding opportunity. The initial application was submitted in partnership with five national and international improvement leaders. These included 1) Institute for Healthcare Improvement; 2) AIDS Education and Training Center (AETC) National Resource Center; 3) Johns Hopkins University; 4) Academy of Educational Development (now FHI 360); and 5) a national group of seasoned quality improvement experts of geographic representation.
We received funding through a cooperative agreement and established the National Quality Center (NQC). Since then, it has been our aim to provide the best possible technical assistance on quality improvement and to build grantee capacity across the United States.
Since its inception, NQC has provided leadership and support in quality improvement nationwide and worked under the premise that together we make a big difference in the lives of people with HIV.
